Frances L. Friedberg’s Exceptional History of Community Service Awards



It shocks no one who knows her, but for those outside of her local community of Schenectady in scenic and beautiful upstate New York, Frances L. Friedberg’s outstanding history of service is a truly admirable example for others. She is a member on the Board of Trustees at the Congregation Gates of Heaven (CGOH), and its Vice President of Operations, and has worked as a co-chair on the Outreach Committee. She has also been actively involved on the Membership Committee, Dues Review Committee, and Visioning Taskforce. As a result of this commitment to service, Frances L. Friedberg received recognition via the Congregation Gates of Heaven Volunteer Service Award. Frances L. Friedberg received the award in 2013 for all of her volunteer efforts in connection with CGOH.

This, however, is not the only time that Frances L. Friedberg has been presented with an award recognizing her community service. In 2004, Frances L. Friedberg received the YWCA Women of Achievement Award as an acknowledgement of her tireless dedication and devotion to the community, and for her efforts as an advocate for children. Specifically she was recognized for her extensive work with Safe, Inc., serving as the President of the Board of Directors; her work with Girl Scouts serving as a Troop Leader; and her work as an “Attorney for the Children” (“Law Guardian”).

Frances L. Friedberg’s Career in Upstate New York



Frances L. Friedberg got her start in law in 1987, when she worked on child abuse cases in Manhattan Family Court. An experienced lawyer, Frances L. Friedberg has a lengthy work history as an attorney in New York, both Downstate and Upstate. However, the majority of her professional and legal career has been spent in beautiful Schenectady, New York.

Frances L. Friedberg’s legal career in Schenectady has been very impressive. In 1992, Frances L. Friedberg worked as an Associate Attorney for the Schenectady law firm of Gordon, Siegel, Mastro, Mullaney, Gordon & Galvin, PC, where she handled the matrimonial and family law cases for the firm. Frances L. Friedberg stayed there for four years until she decided to form her own law partnership with another attorney in 1996. Frances L. Friedberg joined forces with Lisa K. Schoonmaker to create the firm of Schoonmaker & Friedberg, LLP, a busy matrimonial and family law practice, also located in Schenectady.

Frances L. Friedberg was proud to be part of Schoonmaker & Friedberg LLP’s growth and popularity with clients. The partnership flourished for four years, but sadly ended when Frances L. Frances L. Friedberg Discusses Mandated Reporter Requirements



After spending several years in the Manhattan Family Court prosecuting child abuse and neglect cases, Frances L. Friedberg used her experience assisting the Director of Training for the NYC Human Resources Administration, Office of Legal Affairs, to train other attorneys and child protective caseworkers on the subject of child abuse and neglect and family court practice.

Frances L. Friedberg has made presentations to attorneys, child protective caseworkers, medical and mental health professionals, and law enforcement personnel all over New York on the subject of child abuse and neglect and also the mandated reporting laws in New York State. Frances L. Friedberg made these presentations as part of her employment with the Human Resources Administration, Office of Legal Affairs in NYC.

In her presentations, Frances L. Friedberg explains that mandated reporting is governed by the New York Social Services Law (SSL). Pursuant to SSL §413, “mandated reporters” are persons who are required to make a report “when they have reasonable cause to suspect that a child coming before them in their professional or official capacity is an abused or maltreated child.” SSL §413 sets forth a very lengthy list of professions that are mandated to report, including: doctors, social workers, police officers, and teachers, just to name a few. If a mandated reporter willfully fails to report a case of suspected abuse, he is guilty of a class A misdemeanor.

Frances L. Friedberg: Presenting on Divorce and Family Law



In 1998, Frances L. Friedberg presented a lecture entitled “Divorce: What You Need to Know,” at the Schenectady Public Library, which was open to the public and was well attended. Frances L. Friedberg was part of a panel presentation, which included two attorneys and an accountant. The lecture provided general information on the legal and financial aspects of divorce, including the legal process of a divorce action from commencement of the action to the judgment of divorce, as well as post-judgment issues, such as qualified domestic relation orders (QDRO’s).

This lecture followed Frances L. Friedberg’s 1997 lecture, “What to Expect in Family Court,” a well-received presentation on Family Court procedure, as well as the “inside scoop” on what really happens once you get inside the courtroom. The lecture was given at the Schenectady County YWCA, where it directly targeted its main demographic - women who were then members of domestic violence support groups, women in the domestic violence shelter, and women who seek out the YWCA’s help. Family Court matters are never easy for anyone involved, as Frances L. Friedberg knows very well. By helping this demographic understand legal proceedings, Frances L. Friedberg gave many people the knowledge and empowerment to move forward with matters of Family Court.

After getting her career start at Manhattan Family Court in 1987, Frances L. Friedberg continued to practice law at various firms in upstate New York, focusing exclusively on matrimonial and family law. In 2000, Frances L. Frances L. Friedberg, a Career Spent Focusing on Families



After graduating from Pace University School of Law, where she earned her Juris Doctorate, Frances L. Friedberg eased herself into the legal world of New York City, quickly gaining respect and admiration from her colleagues. Most of her colleagues will describe Frances L. Friedberg as smart, diligent, honest and truly genuine. These are important qualities within the world of law, where negative stereotypes of lawyers abound. Frances L. Friedberg has, however, proven that she is the exception to the rule.

As Frances L. Friedberg set out on her career path, which was firmly centered on children and families, every step of the way she always insisted on high standards. In 1987, she served as Special Assistant to the Corporation Counsel of the City of New York, prosecuting child abuse and neglect cases in Manhattan Family Court. Frances L. Friedberg appeared in Family Court on a daily basis representing the Commissioner of Social Services for NYC on behalf of the thousands of children that were abused or neglected each year in Manhattan.
